The way to make money is to use the BGS to get a system in boom state or have a look at boom states on the map. The more active systems like PP capitals are generally good as there is always trade flying around .
The issue with legacy is noone really deals with that data and even when we all together the info was taken from PC rather than consoles .
We have limited info on the buy sell screen which will give you the highest price ? and who produces .

you can try this. it works for Legacy but is only contributed to by PC Commanders.
or, you can find a Tourism station, work the controlling faction into a Boom State and then find a nearby Extraction or Refinery system that sells Silver, Gold, etc to purchase and sell at the Tourism station. or, use the Silver for those 50,000,000 credit reward missions for mined Silver.

Industrial also works you can pick up 50 mil for bertrandite / silver missions. A cutter full of silver can make 10 mil depending on the price of the selling station . If buying station is in boom . Get allied with all factions and run til you get bored. I picked up 6 Bert missions yesterday.
i forgot about the bertrandite missions at Industrial ports.
before the Legacy/Live split i could find extraction stations in Infrastructure Failure, park my FC next to it and buy up loads of Silver, Gold, etc for 3,000-4,000 credits a unit. then resell for 30,000-40,000 profit per unit. i kinda miss those days.

I used to pick up cmm composites in my carrier and then hit IF failures but I can't remember which ones paid top dollar or basic meds in outbreak or even the attacked stations .... Ahhh those were the days

The trouble is that the lack of frequent Legacy data causes any trade route search to be at most as good as flying around yourself, observing port economies and their controlling faction states, perhaps keeping a record of markets which have been useful while in the appropriate state.
For a sample of the data problem, if I open our quite nice bounty-hunting location search, set it to Legacy (the "Elite 3.8") and search directly without any stipulations, the top result is a mission system last checked over two weeks ago, with a secondary mission system and the target system almost a year ago. The popular Metzili still sees data, then it devolves into systems with data older than a year. Same if I check for the top Empire and top Federation locations; there are only year-old reports.
I imagine it much worse when you need fresh commodity prices; at least with bounty-hunting, a view of the Galaxy is quite fine as long as it can track days-long states such as wars interfering with missions!
