is there always a distribution centre in famine systems?

hi
I want to stock up on scans. I know I could do Jameson's crash site and indeed I did however I try not to do relogging and for me it's an excuse to usey engineered wake scanner.

back in the day I remember going to famine systems and there would be a distribution centre where I could fill my boots however am in Fianna now and I can't find one. is it me or are they not always there?

edit I gave up looking and went elsewhere and found one right away.

So it seems like in general the stateful POI only appear if the state affects the controlling faction.

The obvious exception here is War/Civil War... but yeah, besides that, I only ever find stateful POI (not to be confused with stateful USS) when it's the controller in that state.

Even then though, it's not 100% certain you'll find a specific type.
