Is there an actual manual that comes with the game? im not buying this game without one. RCT3 had a huge manual. without it I couldn't use the game.

does anyone know what stores this is sold in?

I don't think there is an official manual, just lots of tutorials made by fans

If it had it, I for one never read it.
As I don't read any manuals at all (okay, only the IKEA ones)

No, but if you turn on "Display Hints" in the settings menu, you'll get pop ups giving you all kinds of information you've asked about.
