Try filtering for 'Civil Unrest' state in the galaxy map. I think the two things are related.
Some CNBs do revert to normal 'uncompromised' nav beacons over time, not sure why or how. You can see in the thread after the list, commanders reporting beacons that have changed back to normal beacons after previously being reported as compromised. No I'm pretty sure they're a permanent fixture.

I went back and checked the thread and to be fair, there were only 2 beacons there which have been reported to have changed back, most of them it seems are pretty much permanent. I have 3 within about 50 ly of my home system and they have always been compromised.Huh. Then my mate is very lucky. The beacon at Dala has been a CNB since they first arrived.
As I understand it, the security link goes down when you enter normal space, so almost no chance of authority vessels getting involved, akin to a bubble of anarchy in an otherwise low/mid/high-sec system - I'm not 100% on this as I've never really bothered investigating.I've seen a few posts hunting for these. I seem to see them regularly in my travels (although I dont keep track so not much help for the OP).
I am curious though, why do people hunt for these? I've dropped into a few but didn't see much going on.
