Is there really no more anarchy outbreak systems?

Been away from the game for about 6 months, came back to finish my grind to elite combat rank, searched inara and all the other search sites I remember and all of them came up with no results.

Seriously?... Even anarchy cnb's are seemingly none exsistent or incredibly sparse.

Anyone know of any good spots at the moment?

And man, lots of changes since I last logged on, I feel like a newb again lol.. At least I can still pilot my ship like a pro

Status of controlling faction of the system no longer matters...

Its the number of factions in a system with a status that controlls the random generation of USS...
you can have 7 factions on boom and 1 on outbreak...
yet every USS spawned could still be an out break controlled USS...
The next time you enter system they all spawn as boom state..
the next time you enter half could be boom and half could be outbreak..

You could have a system with 7 outbreak factions and 1 controller of the system on expansion and all the USS generated as outbreak...

Who runs the system no longer matters..

Outbreaks tend to be rare on controlling factions, for reasons not yet fully understood. If you can find an Anarchy owning a system with an Agricultural station, you may be able to run the biowaste missions from nearby systems and cause an outbreak that way (it may take a few weeks to get going, and just trading biowaste won't work)

Beating up Thargoid Scouts - which doesn't require any tech you need to unlock, even the basic AX weapons you can get from surface bases are optional - is a quick way to get combat rank nowadays, as they count as Elite targets, but aren't all that tough.
