I have waited for Zero notoriety. I have ZERO notoriety. Yet, the interstellar factor station WON'T LET ME CLEAN MY SHIP! Only 600 credits... But still, it won't let me pay it off. WHY!?!

I do believe it's a bug. I've read of this in other threads where the pay button just won't work. But I do not know if there is a bug thread yet on it. I would think so but I have not searched. I do hope it's fixed before I have to do this.

It has been documented in several online locations outside of here as well.
Still... It never hurts to file your own bug report in the bug reporting section, and also open a Ticket with Frontier Support. The latter because it is obviously having a significant impact on your game play/progress.
Support may be able to go in and toggle your wanted ship modules OFF using their hand wavium!

Unless it's a Powerplay bounty, you are not supposed to pay them.
Yeah, PP bounties will persist and aren't meant to be paid off.
