Is this a bug or am I being penalized?

I am in solo mode for the Fed community event and I am fight in and around the capital ship. Every once and awhile I will drop from 60 FPS to 37 FPS and the sound will cut out or become choppy. The ship is destroyed but I get no credit for the combat bond. Then the FPS shoots back up to 60 FPS and repeats every time I get near the capital ship. Is this working as attended? Should I report this as a bug?

simple as that:
you did not kill it.....the cap ship did! the cap ship exploit got fixed.

and sound is bugged when too many sound emitters are active. known bug.
