Is this a bug or am I doing something wrong? Mechanics of piracy.

I've recently started playing the role of a pirate.
I use a hatch breaker limpet controller and a collector limpet controller.
After interdiction I take down the targets shields and launch a hatch breaker.
After a few seconds the game will tell me that the hatch breaker has attached.
After a few more seconds I'll hear one of two things "Cargo Dropped" or "No Cargo found".

Doing the above against NPC's works 100% of the time. If I hear "cargo dropped" then I'll see the cargo on my sensors and begin to collect it. If I hear "no cargo found" then it's my bad luck so I move on.

Doing the above against human players will most times say "cargo dropped" but no cargo appears on my sensors?

A few times I have actually had cargo drop from a human player but the majority of times it says 'cargo dropped' but no cargo actually drops?

I don't understand why this is? Why is the game telling me 'cargo dropped' but no cargo appears on the sensors against humans?

As a side note my goal is only to pirate the first drop from a human player then let them go on there way, it's about the role play not the money.

Could be a bug; not one I've ever witnessed before though. Get a manifest scanner so you know for sure whether they carry cargo or not, it's the only way to be sure.

I have tried one but on my current build I really can't sacrifice the slot. I don't mind sometimes hitting a empty ship I just don't understand where this 'dropped cargo' is from a human player. Thanks for the reply!

Anytime :) Do you mind sharing your piracy ship type and load out? I might be able to give you some pointers. For pvp piracy, a manifest scanner is essential, especially to help decide if someone's goods are worth getting wanted over. You could probably test whether hearing "target cargo dropped" with no cargo is a bug or not with a scanner also.

Scan them, if empty fire a limpet, see what it says.
