Is this a bug or not?

I was leaving a station. Solo mode. The ship in front stopped at the letterbox, a ship coming in, a ship launched right below me. I tried to duck under the ship in front, and scrape the incoming ship that knocks me into the wall... I get fines for trespassing, then I try to dive back and the other ships is now there and get knocks back into the wall, and another trespassing fine and a 19k fine for violating the time limit and the base kills me... costing me ANOTHER insurance fee of 25k to get my medium stock Cobra III... The's 3 fines and Insurance because the AI ships know whats happening everywhere always and the player is at a severe and deadly and expensive disadvantage...

It's really a matter of rubbing salt in a wound getting fined 4 times for the same event.

It seems as if you left the station already. Then got fined for trespassing because you didn't have a an active permission to land.
Doesn't sound like a bug, more like a chain of unfortunate events. You have 5 minutes to leave the station, so if the entrance is crowded, you just may want to wait a bit.
