Is this a bug? SRV says it hasn't got enough power and oxygen is running out

I just loaded the game, starting parked on a planet, and I decided to take my SRV out for a spin.

Straight away I was told I didn't have enough power, and the oxygen depletion countdown started. I did a level 3 SRV repair and that hasn't fixed the problem.

It can be a bit surprising how fast the fuel runs out in the SRV compared to a spaceship since there are no gas stations on planets. Your computer gives several warnings before that happens however. Your ship can repair a SRV, but not refuel it, apparently it uses something different. SRV-fuel requires very common synthesis materials you can find on every planet.
