Definitely very rare. Good find.
Ringed water worlds of any sort appear to be present in about 0.5% of systems.
Systems with two or more ringed water worlds appear to be about 0.05% of systems
Systems where those two are orbiting each other appear to be rarer than 0.01% of systems (possibly quite a bit rarer)
I was very tempted to do that for this post!
