We don’t know for sure. My best bet is because of the Yaguar Cpu of the Ps4 and Xbox One. And not just Cpu , Vram and so on. Its just very old hardware and is limiting games. Just build Nublar fully out running it struggles a lot and is often dropping fps below 30. Thats also the reason for the limitations in Jwe 2 for these Consoles. I see no other logical reason.
