Isn't it time for some vital refinements to flawed ships?

No OP, it's not time.
Frontier needs to do SO MANY things in Elite Dangerous before they even consider a ship balance.
Some of those things include:
  • Fix tons of bugs.
  • Fix multi-player (better be greatly improved at time of Odyssey launch).
  • Fix performance in many areas.
  • ... many others ...
  • only then maybe a ship balance pass

And yet they get away with doing very little of those either. Switching hardpoint placement surely wouldn't be a huge amount of work.

The only change I would like to see is to allow a Type-7 to land at an outpost. It does fit on a medium pad, but it won't fit in the hangar below.

So, allow it to land, go down and rotate to leave but not actually enter the Hangar, perhaps not allow repairs or something else too.

Same as the Clipper. The T-7 is a large ship.
POOF. Magic. Now your both medium ships.
All the wanting in the world isn't going to change that.

Take the Clipper for example. It has terrible weapon convergence, which could be mitigated nicely if the two underside medium hardpoints were placed on the underside near the center undercarriage. Looking at the underside design, you can see the perfect spot for these, too. This would allow the Clipper to use railguns, fixed missiles and plasma more effectively.

Clipper already makes no sense in how fast it can move in a straight line, or how fast it pitches. Fighting the thing is like looking at a 2D sprite because it's always facing you. Please no railgun Clipper spam.

Don’t change a thing or we’ll be forced to be “balanced” again.

Sure, lot’s of stuff could be improved, including on my daily Corvette, but all this has been suggested umpteen times with no relief.

Let sleeping dogs lie.
