Issue tracker is broken for my account - discovered dupe bug, how can I report it?

NM i found someone has reported in issue tracker.

I can dupe any item looks like, issue tracker for my account opens all tickets as "The issue could not be loaded.".

How can I report this?

There are multiple reports for duplicating items already on the issue tracker. Best off adding to that has already received confirmations than starting a new one.
