Issue tracker not working for me

You're essentially reporting a case of a wider issue that conflicts (elections or wars, in both new and previously-settled systems) don't always progress each day as they should.
There's a report already at https://issues.frontierstore.net/issue-detail/73217 of the general problem which you can add your own confirmation to, which will be a lot more useful than a separate report of your specific system
As for what the issue tracker is specifically doing wrong for you, it's a known issue with it randomly rejecting certain web browsers / configurations. I've got some screenshots at https://forums.frontier.co.uk/threads/cobra-mk-v-left-keyboard-console.631606/#post-10507974 if you want to see the details and try a different browser; in this specific case, as it only affects reporting new bugs, it shouldn't stop you adding your own info to bug 73217.
