Issues with Manifest Scanners

Is anyine else having issues with the Manifest Scanner? I'm looking for Neofabric Insulation in wrecked megaship cargo holds, but the manifest scanner doesn't seem to be giving me any information. I can scan the cargo hold, but don't get the sub-target and inventory options in my left hand panel. Have these moved somewhere in the new world/
