RCT 3 PC Issues with rct3

is 3.2.8.13 the final patch?
im wondering because i get alot of issues with the AI getting stuck either walking in a huge clump of people waiting for group, (on stairs i might add) or stuck on benches.
i do have custom content but some parks have issues when i have no custom content built in it, sometimes have to go into tools and scenario editor to fix things that are missing from menus, or i forgot to add land that i can buy rights to build on. can this make parks glitch up?
i have to use that tool quite a bit sometimes.

Ive Figured it out!

Dont and i mean DONT use any txt options cheats that look like this:
GuestsHaveFixedHealth 1
GuestsIgnoreRideIntensity 1
GuestsIgnoreRideNausea 1
GuestsIgnoreRideCost 1
GuestsRevisitRides 1
GuestsRideUnratedRides 1 It will make your game act up badly,
has happened to me, and it stopped
once i removed them[praise]
