A lot of players doesn't like Elite randomness, especially when it comes to taking random mission and relogging to fight against bad luck, I think that this system should be totally replaced and reworked someday because it is bad, really bad. However this is not the point of this topic. I really don't like this that permit mission are random. As soon as you reach required rank for example Allied with Sirius, permit mission should automatically pop up, or even permit should be automatically granted. This randomness is really stupid, because if you play without mission-relogging you may have to fly around for few hours or days until permit mission pop up. If you are relogging you have to do this ridiculous action for 30 minutes, it is really really bad, please consider reworking this.
 
I can understand the frustration of it.

Although, all of my permits missions just popped up next time I docked. Lol

I do think they should be guaranteed to be in the mission board, providing the faction has a presence there.

They are intended to be, but they conflict with rank up missions sometimes.

This is something I'm actively looking into for 2.4, along with improving the reliability of spawning war support missions for both factions involved in a conflict.

Im also looking into improving the variety of missions on a board, spreading missions out more over the different factions, and improving the reliability of spawning rank up missions in general.

Most of this is either in progress or complete, but it needs a good amount of testing before it goes live and makes such wide changes that we're not going to be dropping it before the next major update.

More variety and better spreading between factions sounds wonderful, but any plan on increasing the number of missions that factions give out overall? I've never understood why can't we have a multitude of missions to choose from, instead we're often forced to switch modes in order to find missions that we want or we can do. Drop the mission cap if necessary. It won't matter if we have a lot of options to choose from.

Excited for 2.4 anyway. Lots of nice QoL changes coming, as always.

Thank you for answer! It is nice to hear that you are working on these issues. Are you planning to work also on mode switch for mission generation? I think this is really important.

would this include a fix for boards offering no missions at all for specific factions?
I've seen boards where only 1 or 2 out of 5 or more factions would offer missions, the rest stays 0/0 even after switching modes a couple of times, passenger board included.
This behaviour seems to mainly occur on planetary outposts/ports.

Oh, and a +1 on raising the overall mission count aswell. As loading times have been optimized nicely (great work, btw.!), it wouldn't hurt to significantly up that number.

Potentially that sounds wonderful, since currently I can't play ED due to lack of interesting missions (and the few interesting ones usually do not align with the Federation or Empire).

As part of that, does this mean you're looking at improving the situation/bug described here:
Almost no Horizon missions (on planets)
