It is very difficult to unlock Odyssey Engineer =.=V

I am a ED fan , i played for more than 2 years ....... I love the walking mission , and i always enjoy to be a sniper , whatever in Division , Payday2 , GTA V , Enlisted ..... etc .

I want to upgrade my Executioner with audio masking , the first step is to unlock KIT FOWLER . The problem is : i can't find any opinion polls from every ANARCHY tourist settlement data port !!!!! And NO mission will give me this as a mission reward =.= some cmdrs have make a test to confirm the drop rate of Opinion Polls is below 2% ........ SO , I think this is to hard ( FOR ME ) to unlock Yarden Bond in order to get the Audio Masking V_V ...............

I know many cmdrs will say : to unlock KIT FOWLER is not a MUST !! there is no necessary to focus on a single WEAPON .......

is that possible to change the way to unlock Engineer in future update ???? To search a Opinion Poll , I had to kill every NPC in the settlement because it is the only way not being killed by them . at last i just got wanted bounty for over $30000 and 0 opinion poll had found ... so sad =.=

At the moment, since Patch 6 (this past Thursday) Opinion Polls seem to have dried up considerably - I have so far found not a single one since then. (You should know the only place they can be found are HAB data ports, so best bet is to target tourist settlements where there are a lot of those)

If you go to the large "Leisure" bases with 6 habitat buildings you can find Opinion Polls, not sure whether the faction should be in a particular state to make them more likely or not. I never had to kill one NPC while I found mine, you just have to be stealthy.

Hello, There is a non combat way. Just walk into a bar at a tourist site and look for the bar download port. They are normally in one of three places, To the left of the left hand door as you walk in, to the left of the right hand door, or midway between the two doors, between the terminals. Just walk up to them and download anything but the data with the alarm bell icons, as everything can be sold. Take an APEX shuttle to another tourist site in the system and repeat. Shuttle back and forth.

For the smear campaign plans, more care is needed.

Yep, that's definitely not great. The way I've been doing it is taking combat missions to eliminate scavengers from abandoned tourist sites - I bring along a power regulator, and when I'm finished killing the scavs, power up the base and then go from building to building checking all of them. (There are usually two data ports in the main HAB building, one in each of the four smaller ones, and one in the bar for a total of seven... although as mentioned, I have done five of these missions since Thursday's patch, and haven't found one opinion poll. Smear campaigns can still be found at least.)

I've always been able to find someone that I can clone fairly easily. Don't forget that you can clone through glass roofs as well.

Do a search for tourist settlements controlled by anarchy minor factions.

At least when I was doing this, you could kill them all you liked any no bounties. Their guns work just fine, but that's a solvable problem.

I managed to get the opinion polls without killing anyone. Smear Capaign plans on the other hand got me Hostile with 1 faction - not good.

You should be able to steal into a HAB, start the download, run out and get onto the roof above the HAB and continue the download without killing anyone. If I can do it, so can you...

Does the base HAVE to be populated or be in a non-anarchy system? There are other ways....

Not gonna tell you what do to, but I can tell you what I did:

I used Inara to search for a tourist economy with bust or civil unrest status. (Be aware that sometimes there can be scavengers present at a bust/unrest settlements)

I then flew over to that system/settlement and parked my ship right next to the PWR building. I brought one E-breach & one Power Regulator from my ship, cut my way in, powered up the settlement and cut open/overcharged any locked doors on the base. I had to use E-breach because a powered down settlement doesn't have any bodies lying around. I also decided not to waste an additional E-breach to hack the authorisation scan controller. This would have speeded things up abit but also would have burned through E-breaches like crazy.

When I had checked all the data ports I went back to PWR building, powered down, waited the (loooong) 3 minutes, grabbed the power regulator. Back to ship & supercruise reset. Rince & repeat. Time consuming, yes, but also pretty much risk free. If there were scavengers at the base I would just do another reset. I usually got one Opinion Poll pr. 3-4 resets/slightly more than one pr hour.

In addition to Opinion Polls you should also download whatever other data that is required for other engineer unlocks (Financial Projections/Smear Campaigns/Cat Media/Multimedia etc. and things you need for crafting)

I've (almost) always found with the smaller HAB buildings in the tourist traps that I'm still just in range of the terminal when outside of the door and just outside the forbidden zone.

Yes, that's works too, thanks for pointing it out. For me, for RP/stealth purposes, I just like to completely flee and get on the roof - must've been a cat in my last life

I found 4 opinion polls while raiding a metallurgy site in an Anarchy system. I didn’t need them but I downloaded to trade for SDP. Anyway, they’re still there.
When I was farming them I went to A site that had 7 hab data ports which is the highest I’ve seen personally. I used an ebreach to get into the power building so I could turn off alarms and door restrictions. I did this while the one guy in there had his back turned. I then went to each Hab and waited for the occupants to go look out the window, and then checked the data port. I was rarely seen (it’s a restricted area in the cabins so they get their guns out but don’t shoot if you leave quickly) and only very rarely got into trouble with the authorities. By the time I’d hit my 20 I was still neutral with the base, though I learned earlier that you shouldn’t take the power reg even though you can do it stealthily because too many times and the place goes offline for the server tick (no idea how that works exactly)

now I do have quieter footsteps modded on my mav so it’s possible that this may be harder for some folks, but I did it once in my Dom and I think I just crouched as I went through the cabins.
It was actually a lot of fun.
