Comparing these two images, the one on the left is substantially different, yet undeniably related to the Vulture on the right.
The cockpit/nose is very similar in shape, although with the "pincers" from the Vulture integrated into the body. The wings on both are classic Core Dynamics Biplane style. The large hardpoints are not present, suggesting a different armament, somewhat like the differences in the two Diamondbacks.
What we may be looking at is a possible future ship, maybe a Federal Navy restricted version of the Vulture with a more flexible armament (Personally, I'd like 2 small, 2 medium, 1 Large).
