Make them start out as crew! Work their way up from "Boy" swabbing the decks, then controlling the sensors, fire control, and finally taking on the lofty role of Fighter pilot. Some of them may eventually progress from there and earn enough credits until they can contemplate buying their first Sidewinder, thus earning the right to call themselves "Commander".
 
I don't know why people continually complain about how much easier it is now. When I started I got a free Eagle right off the bat! New players today get nothing, and have to scan one asteroid to make up on that kind of lead.

I expect massive influx on the Fuel Rats distress call page. Two days after OPs idea been implemented Fuel Rats successfully constructed their first far edge station. FDEVs in recognition of their achievement (they are still investigating how FR managed to pull that out) renamed whole sector to Rat's Nest.

Depending on my account I started out with either a Sidewinder, Eagle or Cobra MKIII. My 2 alts they are all Sidewinders.

Wont take long for them toop earn enough credits, my crew members became multi millionaires in less than a day by not doing a bloody thing!!!
 
I liked one of D'Bobe's talks, before the Kickstarter, where he spoke of starting on a planet, in a city, with nothing.

If that ever comes to pass, I'd buy an alt account.

Yuo start on an ELW working as a farmer. Driving a tractor up and down the hill the whole day (farm simulator style).
Once you have the money you get the airplane pllot licence and do some passenger seightseeing around the country and some cargo transport to the local spaceport (biowaste of course!) where you see starships taking off, landing, loitering above landing pads... and you dream about flying in space and being destroyed for loitering.
Get enough money to subscribe to the Pilot Federation training course.
Perform the tutorials, make the final exham.
During the final exham a thargoid scout attack and destroy the town where you grew up (where you were working as a farmer). You steal the instructor's Cobra (he's wounded) to save the spaceport, engage the Scout in dogfighting and save the day.
The Pilot Federation Licence is given to you with a stock Sidewinder as a prize for saving the spaceport from the Thargoid attack.

Here we go...

I say make the simulation complete. Start them off as dirt farmers and they have to save up to get a sidewinder.

They could add a bureaucracy grind where you have to go between various government departments, first to get your learner permit, then your test and license, then to register and tax your ship and finally to leave the starter system.

Nothing quite like some escapism of an evening.
