I've found a faction with two simultaneous conflicts...

A faction seemingly fighting a two-front war, in the same system. No, this is not in the Beta, it's in the live game.

System: Kutenis
Faction: No Mina Public Incorporated (Fed Corp). They are present in four star systems.
Conflict No.1: War with Kutenis Liberals (Fed Dem). Kutenis Liberals are not present anywhere else.
Conflict No.2: Election with Kutenis Purple Fortune Comms (Ind Corp). KPFC are not present anywhere else.

I've been hovering around this system for a while now and have watched the developments. The War happened first; I'm not entirely sure when it started, INARA says it began on November 9. After about a week of War with no result, the Election suddenly went Pending while the war was still being fought. The Factions Status Summary newsfeed no longer lists the War as being active for NMPI. But the war was and is still happening as far as KL was concerned, and the CZs were (and still are) present and active in the system.

And again just now, after a couple of days, with the Election now active - so now NMPI is both at war and at Election? Or is the war over as far as NMPI is concerned, and KL is stuck in a perpetual war with nobody?

INARA seems to agree; here's the current INARA page for the system. It lists KL as being at War but with no other faction at War with them:

I assume it's a bug, and I'll happily report it as such once my suspicions are confirmed. But has anyone ever spotted this sort of thing happening before?

There's been a few reports of similar recently - I wonder if some of the effects of Beta changes are escaping to the BGS servers early.

But ... before then, yes, a long time ago, when invasion-triggered wars didn't check whether either faction was already in a conflict. This was full of bugs and the reason for the "no invasion when conflict is pending" rule.

Here's a fun example: Signalis, April 3303, Smiling Dingo Crew

* Smiling Dingo Crew and Winged Hussars Colonial Initiative end up in a war on 1 April.
* The starting of this war causes SDC's expansion to complete early, and they invade Hephaestus.
* The invasion war starts on 2 April, so SDC are now in two wars.
* They lose the war in Hephaestus on 5 April and are kicked out of the system
* Meanwhile the war in Signalis is going badly: on the 7 April, WHCI open a 16 point lead and reduce SDC's influence to 1%, as well as the usual War effects in other systems
* SDC go into Retreat state from Kopernik - simultaneous with the war being on elsewhere.
* The War suppressing their influence gain mechanisms everywhere means the Retreat goes through easily on 13 April
* After a 1 day cooldown, a second Retreat goes active - this time from Signalis, where SDC are still fighting the original war despite being a 15 point margin down for over a week
* On 21 April this Retreat completes, pulling SDC out of the Signalis system and finally ending the war for WHCI as their opposition disappears

Or for another example with both wars in the same system: Trakath, May 3303, Edge Fraternity

* 8 May, Colonia Tech Combine and Golden Hand Coalition start one of their - at the time - regular wars
* Edge Fraternity invade on 10 May and also start an immediate war with CTC.
* CTC are now in two wars. No side receives significant support compared to the general traffic, so all three factions end up in the 1% pit pretty quickly.
* On 23 May GHC drop out of the War, going immediately into Famine with no cooldown. CTC go into Boom in their other systems (Desy and Ogmar) but stay in the other War in Trakath
* On 24 May the war between CTC and EF also ends.
 
I would suspect you have split the tick.
The Election against KPF has been completed and NMP are now moving into a second round of elections, against PFC.

One state is actual election and the other is preparing for election
