If that icon is there, you have a mission there, OR a hand-in. Another possibility is that you have more than one mission in that system.

What's under your missions tab on the left?

Those icons also show at both the destination and the system you picked up the mission. So maybe you picked up another mission in that system?

Sometimes a mission comes through via your messages menu to the upper left. If you don't reject it, it could show as a mission target. I've seen that before and it ended up being just that. It happens in system as well, you'll see a POI as a mission target when you don't even have one under "transactions".

In my opinion, that should not happen until you accept the mission.
