Its still around, just search for Jaques in galaxy map...
Alas another cool thing introduced way back and then left to sit idle and wasted....

I've visited Jaques once, and certainly the commodities weren't anything special, except the rare so I guess FD expect us all to use Imagination(tm). It's a shame it doesn't have any specific missions though, or something like each time Jaques moves the station goes to somewhere far out for a while, so some exploration data could be gathered for a substantial sum of credits upon return to the core systems.
