Jettison cargo: Is it supposed to be (stolen)?

Hi,

I thought that by Jettisoning cargo it would become stolen to whoever picks it up, but that was not the case yesterday for me.

Did something change? or is this a bug?

If unsure please setup a scenerio to see if it happens to you as well. Perhaps with a friend.

You can choose when you jettison it whether to mark it stolen or not.
