You need to go back in Reorte at Davies High, mission board, Community Goal and press Complete.
Otherwise, you might need to wait 2 week to autocomplete.

Yep. I have mine.
I've clicked "complete" in both CG goals in Davies High and got my millions CRs and paint job. It's present in shop and livery when I'm choosing Cobra MkIII.

Oooh, that is why I have this CG still in my Transaction List and wondered where that Cobra skin is. Sigh.... here is to a trip to Davies High.
