Due to that (as of now) EVERY single Restore/Reactivation mission (he requires that you complete 10 of those missions) are located in Colonia, (if you accept one from the bubble) which're exacerbated with that you don't even have half a day (around 6 hours only) to get there, complete the mission, (and the countdown may even continue AFTER actually completing the mission) then travel all the way back to the bubble to hand in the mission.

Nope. There's a bunch around. Just check the distance before taking them. I have one right now in EBANA for instance.
Go to infrastructure failure systems, they seem to be there.
If you can't find local missions, one option that's slightly more reasonable for time:
- fly to Colonia
- take and complete ten missions out here
- fly back
- fly to Colonia
- take and complete ten missions out here
- fly back
Infrastructure Failure, Civil Unrest, and (today) Outbreak* all spawn these.

I was lucky and collected about 6 of them nearby (already had done many the last few days).
However, I had to log out at one point and all of them poofed on log in.
