Conference Chairman- "Alright, down to the the first business at hand, are we all in agreement to limit this war to certain zones as before?"

In unison and in agreement, attendees respond- "AYE!"
"Thank you all for that vote of confidence, after all, we don't want this conflict to become a free-for-all, no-holds-barred affair that would produce a blood bath of ships being ripped from Supercruise and destroyed without warning, where killing wouldn't be punished (even though technically we are involved in a mutual conflict), where the only requirement for KOS would be that Jupiter forces would be fair game for Federals and Federals would be fair game for Jupiter."
"An all-out conflict would be spectacular, with far reaching effects, affecting system government control, causing pilots to be on high alert and prepared to fight or flight at an instant."
"It would be insane to have the Bubble become 'DANGEROUS', doesn't everyone agree?"
