With Juri he is currently discovered but locked. Do I turn in the combat bonds at any station because (except for Inara) my commander doesnt know where he is? Also is it only Federation bonds that count?
 
Yes, turn them in at any station, for any faction. Just remember that Combat Bonds can only be earned in a combat zone.

I dont understand. How can I turn them in at his base if I have turned them in to "any station"?

You get the invite once you have proved your worth by having handed in 50 combat bonds anywhere. You then have to "Provide 100,000 or 1,000,000 credits worth of combat bonds (the amount needed depends on the currently unknown conditions)" to actually unlock him.
 
To iterate on previous posts and to translate it into simple tongue - all engineers have two requisitions. One to get an invite and one to "unlock" their services.
Like Palin has "travel 5kLY" to get an invite and "bring sensor fragments" to unlock.
It just happens that Juri has combat bonds for BOTH actions, so it's a bit confusing.

So simply put:
1) Kill 50 ships in any combat zone and turn in the bonds anywhere. That will get you an invite.
2) Check his page in the engineers panel to find out how much money in bonds he wants
3) Return to the combat zone and kill a couple more ships until you have enough bonds to cover that, go visit him and give him the bonds.
 
I've found this engineer to be the most difficult to unlock. Because I never fight in wars that I don't actually care about, so I never have any "spare" or "unwanted" bonds to deliver to him.

I've been using those glitched bonds that you sometimes get given by the "enemy" faction on completion of a side-goal during a combat zone scenario; since they're for "the enemy", I never want to actually hand those in during the war. They're not usually Federation bonds, but they still seem to count with me ol' mate Juri.
 
Well, the best way to sail through this quickly is to build a small fighter (Eagle, Courier, etc.), make it as quick as possible (with or without the engineering currently available), then simply zip through the CZ, kill-stealing left, right and centre. If shot at, just scurry away to the nearest blob of green, then return to kill-stealing.

It's not a manly way to go about things, but it is the easiest and honestly, quite fun if you as me. :)

To be told in game where he is you have to reach grade 3-4 with Felicity Farseer.
For Juri to actually invite you to his base, ie not shoot you on sight, you need to win 50 combat bonds by wining fights in Conflict Zones, just cash them in wherever you are fighting.
After you get the invite then you can start handing in combat bonds to Juri, you can do this all in one go or a few at a time, when you have handed over enough you will be able to start engineering.
 
I have decided that I don't really need him for now. Unless there is something I don't know? (this is quite possible!).

I don't have him unlocked on any account. His only exclusive G5 mods are for mine launchers and those are as much use as a chocolate teapot anyway. As far as I can see his only raison d'être is to be a hurdle to accessing Dekker and Sarge - neither of which interest me.

He is one of the options for a G5 Detailed Surface Scanner this reduces the number of probe hits needed to map a whole planet by increasing the area each probe maps, but there are at least two other sources for that.
 
I did the DSS mod with Lei Cheung and only need the one module for now. I am going to reset Lei for shield generators soon.
