Below expectations can mean a lot of things, that's more of a shareholders issue.
Anyway, just remember the last game came out around the time of Fallen Kingdom so it had a huge upfront boost from the film, JWE2 didn't release with a Jurassic film to boost its sales. Expect a sizeable boost in sales when Dominion releases and Frontier inevitably releases a big DLC pack to coincide with it that will be a major spike in sales while smaller DLC packs and patches will make steady revenue in the near term.
I won't get any further into it than that, not really here for a discussion on Frontier's financials.
