Just after a few tips in combat

Ok I have and Eagle and three pulse lasers (puny - but hey there's THREE of them), but everytime I get into a battle with an NPC, he manages to use his FS and chickens out. I don't have the device that allows me to follow him.
Any tips on taking them out quickly so that I can claim a bounty once in a blue moon?
 
Use multi-cannons after his shields are down. He won't escape thow.

This. Lasers for shields, multicannons for hulls. Your principle problem with the starter ships with only C1 hardpoints is you struggle to do enough damage before a damaged NPC can escape. You could also thy targeting the FSD or power unit on the ship in the subcontacts menu and make sure you aim for the small subtarget box. Taking out their FSD prevents them escaping and taking out the power generator is instant death regardless of the hull condition.
 
You can target his power plant or drive

You can use disengage assist and thrusters to increase turn rate etc

dump all the lasers and go for three multicannons. Stangely satisfying.

Strangely quite expensive to reload (especially if the damned opponent still FSDs and leaves you with no bounty to claim)! ;)

I've recently been experimenting with different weapons in an Eagle. I'd heard about the thermic-for-shields and kinetic-for-hulls thing, but I've actually found that a couple of burst lasers work pretty well even after the shields are down. They don't seem any worse to me than kinetics (although I admit my experience isn't extensive) and there's no reload cost for those occasions where you get little or no bounty.
