Just another idea for enhancing smuggling

I love to smuggle in E:D, but currently smuggling in the game is just basically same as trading and occasionally using silent running if needed.

In short my suggestion would be that there could be dedicated dummy modules, e.g. fake hull reinforcement package with limited cargo space (e.g. somewhat less cargo capacity as normal cargo racks) as a dedicated smuggling module.
The module would be visible to scans as the real one but would act as a cargo hold only. This way the profession would feel...hate to use this word "immersive" :D
If someone scans you they would see the dummy module name (e.g. hull reinforcement package) but with an anomaly or an exclamation mark that something is fishy.
So they would need another scan to see what are you smuggling, revealing your fake cargo hold after the second scan.
In case of authority vessels at stations, after the first scan is compete, they could revoke your boarding permit to proceed for a second scan and fine you after that.
This way the most effective way would still be to avoid any scans and use silent running if necessary.
