Just did a Naval progression mission promising me the rank of Post Captain....

Progression missions are broken right now. It is a known bug. Some will work, others not. I had some luck with those of the 'bring me x items' kind, but not much.

I gained all the ranks, pretty much with "bring me one canister of something from a wreckage close to here" missions. Try those.

Maybe try doing a few standard missions for Federation minor factions to get a few blue up-triangles going for a bit, and see what happens. It's possible there's a bug in terms of the relationship between naval progression missions and overall minor faction coverage (it's hard to gauge it right now as at some point even Federal factions you've never met become Allied to you once the Federation itself declares you Allied) and rebalancing the relationship may help with promotions. It's a possibility.

I've mentioned this before, but reputation and up arrows have nothing to do with naval progression, it seems. Just complete lots of missions, and do "retrieve a canister from a wreck" missions and it'll work.

I found that if I undertook only that mission (i.e. didn't also sign up for normal get this commodity, take this message, etc) then the ranking worked as soon as I completed the mission, either back at the originating station or the destination if it was a courier type. The only times it didn't work, I already had missions on the books (so to speak) or took another mission at the same time.

In the end it was ridiculously easy to get to Post Captain and after 1.3 up to Admiral - (no promotions to 1st sea lord or admiral of the fleet LOL)

It happens, done 3 imperial missions for serf progression and still outsider. Seems like for every 2 or so rank mission, I will get a promotion. More luck with the courier ones, I have avoided those combat and smuggling rank missions.

For Federation, I probably have done enough mission to be an Rear/Vice Admiral but am now still a Lieutenant.
