Some stations have a black market (under 'contacts'). You can only sell the canister there, for now.

Don't get scanned by the authorities or you will get a fine.

Yeah I sold a few of these to an unsanctioned orbital's black market.

I don't think so. Best way is to go to Anarchy system.
