Just need a question answered about powerplay

If I am within the borders of my powerplay faction and happen to find someone from another faction what are the consequences for killing them ?.
What are the consequences for killing them outside the boundry of my faction but a neutral for both ?.
Is it a legal Killing as the factions are at war ?, Or are the consequences a straight out murder charge ?.
I know its not that complicated but its not quite as straight forward as I thought either.

As I understand it:

If they belong to the same major faction as you, then you will get a fine and bounty for shooting/killing them. (unless they are wanted, in which case normal rules apply)
If they belong to a different major faction to you, then fire at will sir, regardless of wanted status.

you will only get powerplay merits if shooting them is an opposition/undermining instruction from your power and you are in system where those actions are applicable.

If I got this wrong, hopefully someone will correct my understanding too!
