Horizons Just WHO do I kill?

G'day all,
I am in a new system called EZ AQUARII and after re outfitting a bounty hunter I went to the HAZ REZ site, but didn't fire a shot.
Why you ask? Well everyone had LAWLESS after their scanned name and shooting at each other . You see I came from a system that either has CLEAN or WANTED after their name posted on them when scanned. So who do I kill?

Is this why I need a Kill Warrent Scanner?

Ok, you're in an Anarchy system, hence the lawless tags. This means you can attack anyone without getting a security response or a bounty on your head.

Of course the same goes for them. A KWS will allow you to see if they're wanted elsewhere and worth killing.

sounds like it's an anarchy system. so yes, you need a kill warrant scanner there.

Hmm. EZ Aquarii shows as a Fed democracy system for me.. you shouldn't be seeing lawless tags there?

Anyone else explain this?

Edit: Only one planet,one station and no rings there.. so no HAZ RES?

Yes your quite right hippy, the EZ AQUARII starport MAgnus gateway, shows that I am in a Fed Democracy system, but at the low Haz Res site which I went to on the system map, shows every one has a Lawless tag on them, its just a bit confusing.
