Boss Hogg would probably be well advised to stay away from trying to sort out the rights and wrongs of that one.
 
That white line on the edge of the track, defines the track limits. Therefore they both were outside the track limits and the car that went over the line, after them, (between the white lines) should have been declared the winner. IMHO. :D

Yup. NASCAR truck racing is a big thing in parts of the U.S. Though the fact they are 'trucks' rather than the standard NASCAR vehicles makes little practical difference, as far as I can tell - possibly it affects the aerodynamics enough to matter. Mostly they go in for the standard round-and-round-the-oval racing that American racing fans seem to prefer, though the race in the video took place on what Europeans would describe as a proper racetrack. I used to watch a fair bit of NASCAR a few years back when it was regularly featured on UK Channel 5. An interesting spectacle, though one sometimes got the impression that the entire objective was to drive around in close formation for 199 laps and then have a big pileup on lap 200, with the winner being the only car still having four wheels. Definitely a contact sport.
 
For a different take on 'truck racing', this is how the Europeans do it:

It would be interesting to see them try racing pulling articulated trailers, though somehow I don't think the Hungaroring is quite big enough for that.

Used to love stock car racing years ago...nothing quite as fancy as how the yanks do it. It's basically just an empty shell with an engine and 4 wheels and the object of the race was to be the last car still able to move under it's own power. Like robot wars only without the robots.

Oh and if ye crash and burn, then it's entirely upto you how ye get off the track because the race won't be stopped unless it's a fatal crash. All adds to the flavor. Sadly, the scene is very underground now as most of these races were deemed illegal by the suits. Still happens...if ye know where to look. The farmer that rents out a field fer a hundred quid that he ain't using...very rural areas where ye can see the peelers coming a mile away. So I heard anyway ^^
