Perhaps it's the AI's version of [Rage-Quit]. If I can't win, nobody will!!!

This is why you should always keep your target in view and if he runs strigth to you - just use your thrusters and move aside.
This have saved me a number of times when mad NPC's tried to ram me.

im not sure that's a fair tactic

I was using multi-cannons in my Asp at a high-intensity combat site, spotted the ammo was running low, so decided to take out a Viper before going for a refill. Ended up with the Viper stationary with 7% hull and me out of ammo, so I put 4 pips to shields and boosted into him. The shields took the impact, he exploded, and I went off for an ammo refill.

Fair? No idea.

Effective? Yes, in the right circumstances

I find if they are trying to ram me, vertical thrusters almost always do the trick for dodging.
