I just passed by this system, it's the only Alliance Prison Colony I've found so far and to my surprise there are no restricted goods.
In fact it's the only system I know of that has salvaged goods like Black Box and Prototype Tech under legal goods, the only thing it doesn't buy is Toxic Waste.

It's seems to be a bug too because if you look under the factions tab the controlling faction has no type, even though it should probably be Prison Guards.
So until FDev fixes it it's FFA, enjoy.

Note that there is only an outpost, here. No landing space for large ships.
Oddly enough, there is no blackmarket here. "Normal" goods picked up (pirated) from other vessels is still stolen, and can't be sold. There is a salvage section in the commodities market though, as pictured here:

Edit: Picked up some rebel transmissions, and brought them here. Like all salvaged goods, they are marked as stolen. This means they can't be sold on the standard market. Since there is no way to acquire non-"stolen" salvaged goods, this section of the commodities market is kinda pointless... :/
