Keep Colonization in "waves"

Probably an unpopular oppinion, but I think FDev should keep turning the taps on and off for expansion.

The latest article describes the first "wave" of colonization a success.

More people would team and up to get things done if there periodic windows where things could expand.

Maybe 4x a year or something.

Expansion waves would I guess be a bit like player frenzy over CGs - except, our own CGs lol

We already have CGs and narrative events like the Thargoid invasion. That's enough time gated content IMO.
