Keybinding Question

Hi, I'm using the PC version. I use the arrow keys in strategy games to move around. The game allows me to remap the camera movement but the up and down keys seem hard-locked to the menu. Its insanely frustrating trying to move around the map. I've tried to mess around in the config folder but it doesn't give me the option to remap the side menu.

I know this might seem completely inconsequential to wasd players but its really hindering my ability to play the game. Any help would be VERY appreciated.

I do NOT get why they've made the keybindings so obtuse. I can rebind MOST of the keys, but for instance I'm finding no way to rebind 'R', it seems to be hardcoded in to the game. If anyone knows different PLEASE share, this is frustrating as hell.
