Kill Authority Vessels in Anarchy Systems... Help?

What's the best course here? Just look in USS's and hope a cop is there? I've seen them actually in RES and Nav Beacons at a few systems, but not this one that my mission is for. I've waited at the Nav Beacon, checked the stations, and have been searching USS's and haven't found anything for about an hour.

I am not sure if getting a mission for this type of vessel in this type of system is a bug or just very difficult.

Focus on USSs one of them should present a party of security vessels and maybe some traders...I had a mission branch to hunt security vessels and they presented this way after checking a few USSs for pirates
