So I have a naval promotion opportunity. I have to kill some general for the Feds. So where would this guy be in this system it said he would be at. Would he be at a strong or weak signal or flying around?

USS = Unidentified Signal Source. Just supercruise around in search of them.

Best way is to go to the system in question and once there cut your throttle to zero, bring your left panel up on the navigation tab and wait. After a while you should see a new line appear saying Unidentified Signal Source - lock as destination and then exit the panel and fly towards it as you would a station. Come out of SC in the usual way once you get the safe to disengage signal.
Be warned, your target may not be at the signal source - instead you may get a friendly ship flying past telling you where he was last reported. If so just head to that system and repeat.
