Kill Pirate Mission from A Pirtate Bulletin Board?

I have just picked up a pirate killing mission from the bulletin board at Meaney Orbital. Meaney Orbital is run by Pirates. Its not a Pirate Outpost, its a full station with a letter box and shipyard. Any ideas why the major Pirate faction would want me to kill members of their own faction in the system?

There is no mention of rival factions. I think this may be a bug. Perhaps rival pirate faction missions could be displayed in pirate run stations and outposts. The missions need to be believable in the context they appear. At the moment this seems too random. I'm starting to think too much about the underlying game mechanics, rather than getting immersed in the game. Random missions have to make sense. Has anyone else noticed out of context missions?
 
Just assume it's a chance of collateral damage that they are willing to accept.

Or maybe somebody in the faction doesn't care, he just wants less pirates around, period (so he can do more pirating himself).
 
This is why it's never a good idea to sleep with another man's wife. Doesn't matter how hot they are...it just isn't worth it ;)
