Newcomer / Intro Kill Scanners and Wanted Posters

I recently invested in a Viper for use as a bounty hunter and its equipement includes a kill warrant scanner. I've successfully identified several targets in controlled space that had bounties from outside factions so I thought I had a handle on how this kill warrant scanner works. I decided to give the closest anarchy system a try (Ngaliba) with the goal of doing some serious head hunting for credits and reputation gains. I was quite surprised and frankly annoyed that every target I scanned in the anarchy system, even ships that had attacked me and were hostile to me, were "clean." None indicated that they were wanted by any faction? I did notice that ships that weren't kill warrant scanned that were hostile didn't report a bounty message on destruction. So I assume that in an anarchy system a kill warrant scan is required to identify all potential bounties but no ships will show that they have a bounty when scanned? Is this correct? Seems terribly wrong to me...

In the Contacts (Shift A) menu on the left it will show if they have bounties outside the current system

Everyone shows as "clean" in an anarchy system. But if and only if you KWS them, and look in the left menu under 'contacts', will it show a bounty amount $xxxx. Then you know you kill them for the bounty.

One thing I have trouble with is using "target ahead". It will target them in your hud, but not change who you're looking at in the 'contacts' tab. You have to cycle to the guy you have targeted to see his data. Messed me up a few times when there were lots of targets.
 
Thanks Xoie and Abil for the tips. I'll give it another try with the new information. I also noticed that I have earned bounties from factions with no stations to redeem them but that too is a known 1.1 issue.
