Newcomer / Intro Kill Scanners kinda pointless if..

..you're just trying to align with one galactic faction.
I went out to an Anarchy, and racked up about 100,000 creds worth of vouchers with the Empire and got a nice unwanted reputation boost with them. (I also had to go 40ly out to find a empire station)
Are these things good for anything if you are focusing on one faction?

Well, if you balance your kills then they can be ok, but really not so much. Maybe on border systems between 2 of the big 3 but otherwise, not so much.
