Kill warrant scanner - advice please

I've been around for a bit but just started using a KWS yesterday. I've assigned it to button2 of FG2 (Interdictor is on button1 of FG2, guns are in FG1). I'm using a X52Pro with default ED bindings.

When I select FG2 the KWS shows up fine at the bottom of the left hand "bracket". However, it only seems to work when I scan someone who is already Wanted - on Clean ships it just fades away when I activate it, leaving the lower end of the LH bracket empty. The only way I can get it to show again is to deselect and reselect FG2, which seems odd. The Interdictor remains where it should be (bottom of RH bracket), which is what I'd expect.

Is this expected behaviour? Or am I missing something obvious?

I've not had any problems with the KWS myself, I can scan and scan and scan all day long. However, some tips;

1) Stay in range - the quality of your KWS will improve the range of it - know / stay in range
2) Keep and eye on the "Contacts" tab with your current target highlighted - "Wanted" only shows for the system you are in - they may be wanted else where ;)
3) REMEMBER - If they show as having a bounty anywhere else apart from the system you are in - You will gain a bounty on yourself if you shoot them in your current system.
4) Any extra bounties will show in your "Transactions" tab once the target has been killed;
You find and scan someone in Federation space, they are wanted, you use your KWS. Upon killing them you gain a sum in your Transactions tab for "Empire" or "Alliance" to claim on top of the "Federation" claim.
( * = Or you get a faction name for one of the system factions - these can only be gained by going to that space to hand in).


Note;

To be quite honest, unless your hunting in anarchy space, a KWS is a waste of a hard point (unless you have all 3 major factions near you). I've built up a lot of credits worth of bounties in Empire space - I'm no where near Empire space, so that is a complete waste of my time. I just look for "Wanted" within the system I am in, I can shoot them there, I can collect it there. No mess, no fuss.
 
Thanks for the tips, Jockey79. That is how I thought it should be used. (I put the KWS on a utility mount, BTW.)

My main concern is that the KWS vanishes from the HUD when I try to use it, unless it's an already Wanted ship. Is that what should happen, or should I raise a ticket?
