I use the KWS in anarchy systems when I am interdicted and I want to fight.
My problem is that once I complete the scan and check my contacts panel, I see a certain bounty amount usually around 100k.
However, when I destroy the ship, I only get awarded about half of that amount.

So why am I not getting all the bounties detected by the Kill Warrant Scanner? What am I missing here in my reasoning?
Post 3.0 I was always getting the amount shown in the contacts tab regardless of using the KWS or not. Though there were cases where in SC, I would see one amount, and once scanned that amount would double because there were bounties from two factions.
