Kill warrants ???

Ok it's been a while since I've been a bounty hunter but I thought I at least understood the mechanism...
Scan a ship in alliance space... No bounty...
Then do a kill warrant scan and see she has a 4k bounty...
Open fire and get a 400 cr fine and wanted status!
Why?
Do they now only apply in anarchy systems?
 
in regulated systems, it allows you to get more money for your bang by checking if it also has bounties elsewhere, but since it is not wanted in this jurisdiction, you are not free to open fire without consequences
 
Is this pretty much the mentality?
For the most part, I'd say yes. Unless you don't care about being wanted/lost reputation with whichever faction you happen to be shooting.

If I'm in Federation space, I don't really care at all if I'm wanted. So I shoot whoever I feel like. Clean in federation and wanted in empire means defector to me, so they die.

The only exception is anarchy systems, where everyone is clean until you scan them with a KWS.
 
I see... So no point in scanning unless person already has a bounty in that system?

You should kw scan first regardless because sometimes the system authority might still consider your action as assault even if they are wanted in this system but you fired first.

I've tested this many times it sometimes still does that.

If you kw scan first than you'll never have that problem.

So kw scanner still have it's uses in non-anarchy systems.
