kill without getting flagges

I have been in some systems where you can kill without being marked and get a bounty on your head.

I thought these were anarchy systems but I am at anarchy and this is not the case.

Can anyone explain what where and how I can find another system I am speaking of or do they no longer exist.

Here is a couple of exaples

1) clean target shows up
2) kws target shows 10k bounty
3) kill target
4) no bounty on me

Or

1) clean target shows up
2) kill target just got giggles
3) no bounty on me

You should not get bounties in true Anarchy systems but remember some systems have a small area that is Anarchy when the rest of the system is not. I am fairly sure that if there is a System Authority Vessel nearby and they witness a killing they might report the crime but I am not totally sure.
 
I have heard anything from why you stayed to its a game bug.

When I first encountered this I was a noon so I didn't care or look at the faction. I just saw he had a bounty and in my crosshairs.

I even took out some,green allied guys because they were encroaching on my profit margins.

If anyone can confirm it is a big please msg me or post.

I would like these guys to view my purple vulture of doom
 
I'm finding it hard to understand your posts... I might be wrong in my assumption as to what you're saying but here's how it works:

If a ship is wanted and you don't scan before to show it's wanted status you get hit with a bounty/fine.

If a ship isn't wanted but a Kill Warrant Scanner shows them as wanted in other systems and you attack you'll still get a fine/bounty for killing them(Yeah, it's a bit weird but makes sense given different factions and authorities per system).

If you're in an Anarchy system you don't get a bounty. Period.

If the player has "Report Crimes Against Me" switched to off you won't get a bounty or a fine for attacking and killing them.

Otherwise what Tiamat said should be true.

There are quite a few systems that are labelled "Anarchy" in the Galaxy map that you will get a bounty in. Best to check the HUD when you get there to make sure it's still "Anarchy" before you start shooting.

AFAIK, the only systems where you can shoot anyone, anywhere without earning a bounty are the "None" systems.

"None" systems located near juicy systems like Diso or rares systems can be quite satisfying for the psycho that resides in all of us. If you wait in these "none" systems, every now and then, a ship will pop in, either going to or coming from inhabited systems. Then you can interdict him and play pirate, or just kill him. No bounty, no fine, no dealing with system security. It's not fast action though; it can be a while before someone comes along. However, if there's a CG happening nearby then it's like shooting fish in a barrel.
